Here you can see "5 Minute Average" graph from MRTG and on that graph you can see that maximum is 25.9Mbps not 30Mbps (-4Mbps), is this normal or if they sell 30 that must be 30 on graph (normal)...
They told to me about some packet overhead, but -4Mbps ????
