preventing hotlinks using the cpannel

Hi,

I have a problem that another website is stealing my bandwidth by direct links to the movies on my site.
I tried to block it using the cpannel hotlink protection.
i was not able to do it without blocking my users as well although
I specified my domain name in the field Urls to Allow Access.

Any help will be appreciated
