Restarting FTP

I am running a dedicated server on ipowerweb.com and besides being the slowest/crapiest thing ever created, my FTP just randomly stops working along with mysql. But I know how to restart the mysql through Putty, but I can't seem to figure out the FTP. One day it works, the next I get an error message right away when trying to connect to my ftp server. I tried multiple commands in Putty.

ftpshut
service ftp restart
service ftpd restart
service vsftp restart


Nothing seems to work and I'm at wits end. If anyone knows how to fix this problem, any help is greatly appreciated thank you.
