php.ini - register globals on - how?

I am trying to setup an application that is requesting some changes to the php.ini. How? I am running a vps with cpanel.

Message i get ::::
PHP.INI Configuration Needed:
We have detected that register_globals is turned off within the
PHP.INI file. For the product to run properly please modify the
line within the PHP.INI to show "register_globals on" and
"short_open_tag on". When done, restart your server.
Once this is complete, restart this script to continue with setup.
