Odd entries when checking CPU usage

Over the last few days i've noticed my server load go up and stay up

When checking CPU usage, I see 2/3 entries like this

17467 nobody 0 65.7 0.7 /usr/bin/sshss
17616 nobody 0 16.2 0.4 perl udp.pl 212.7.39.3 0 0
19378 nobody 0 16.0 0.4 perl udp.pl 194.88.15.121 0 0


Should I be concerned ?
