Strange banning? issue on my server

Since moving to a new server, several users, including myself have been having strange issued when using the sites hosted on this server

Apparently randomly, they'll get the "403 Forbidden" page as if their IP was banned

I myself got it twice when maintaining my forum earlier, in the space of about 10 minutes..

Anyone know what might cause this?
