Response 421 : 15 secs time limit

Hi

Im on a 64kbps and using FileZilla and when logging into one server I get the msg
Code: 
 Response:	421 Disconnecting you since you didn't login successfully within 15 seconds.
I've never got this on any of the servers I've logged in so far.

Sometimes Im able to login but thats after many many attempts.

Any idea what to do ? If I need to change that 15 secs limit to some other value then how and where do I do that ?
