two independent users on one hosting account?

I am currently hosting a site which has two administrators. I would like to provide them with independent usernames and passwords wherein they both can access cpanel and FTP. I was able to set up an independent FTP account, but that admin can not access cpanel or PHPMyAdmin.

I'm sure this is possible, but I'm not sure how to make it so. Any tips would be greatly appreciated! Thanks two independent users on one hosting account?
