Backup server ... how?

A customer of us has a server with 250 domains.
All of them uses it's: ns1. and ns2.mycustomer.com (in all the domains).

We plan to rent a server in Europe, point ns2 to it and keep it syncronized using rsync daily (about 12 Gb used actually in USA server, so rsync 'ing with only the changes files I think that will be less than 1 Gb/daily for sure, there is many photos and statics html webs).

So ... when USA server falls down, will the domains appoint to ns2 in Europe and all the webs will keep working perfectly?

If not, how can I do that easily?
