Create Accounts thru php

i need to run the following commands of whm thru my php
/scripts/wwwacct mydomain.com username userpass 100 x n n n 5 5 5 5 5 100 n
/scripts/restartsrv_mysql

i tried using exec and shell_exec
it dint work
