wget became slow

I have some problems with wget on server. It just became amazing slow. It takes about 30 minutes to download ~500 KB file. It stops every few seconds, then does nothing, then start downloading on 60-70 b/s speed again and so on.

Using CentOS along with cPanel (everything is up to date). There is firewall on server, but it doesn't cause any problems. No settings were changed, wget just went crazy one day...
