Why is this happening?

I have a website with an excellent hosting company with servers in several different datacenters. Because users in the country where this website is accessed most have complained about occasional difficulties to connect I checked the connection from that country and noticed a constant percentage of packet loss.

The hosting company gave me a list of servers they have in their different datacenters so I can test the quality of the connection to them and choose one without packet loss.

Amazingly, the problem still existed with all their servers in the different datacenters; while other servers owned by other companies in the same datacenters didn't have that problem.

I know that from other places, connection to my hosting company's servers is ok.

So what can be the reason? Is it possible that their standard server configuration would cause packet loss only when accesssing them from a specific location?
