ping timeout?

Does anyone know what might be causing my modem to ping timeout when pinging itself?

I am pinging 10.70.0.1 right now, and according to my ISP 10.70.0.1 is MY ip, just internally. i hav ebeen having this packet loss problem, i don't know why, but my isp asked me to ping that IP, then they said it had to be my computer.

When i ping that ip, most of th etime it's steady. But sometimes i get packet loss, i shouldnt get any at all.

Does anyone have any idea why I might be getting this packet loss? to myself? Is it my os? i run windows 98, i cleared everything from control panel > network, rebooted, and had it re-install my drivers, when installing, it said i had newer drivers, would i like to keep them, or replace them with older, cus there was a version conflict, i hit keep them, so i dunno

Does anyone have any clue why I this could be happening? i switched ethernet cards also, didnt fix it
