New Control Panel Port??

At the moment we have apache, cpanel and WHM installed on our server, but as we cant get PHP to work with WHM or cpanel, I was going to start working on our own control panel software.

What I wanted to know is how to assign a new port to it?

http://www.domain.com:2082 is for cpanel, i was hoping for http://www.domain.com:2000 or somthing

How would I go about doing this?
