Control Panel Selection?

Im looking for a client administration panel that I can install. I am looking for a free one until I finish developing my own. Or, if the free one is nice Ill modify the source to add/remove features while changing the UI to fit our theme.

I have done a fair amount of searching and havent came up with exactly what Im looking for there must be more than this:

Vision For Apache (http://industry.java.sun.com/solutio...653-26,00.html) Im not sure what this is. I think its more of a system administrator tool than a client tool.
Webmin (http://www.webmin.com/) We are currently going to use this one if we cant find anything better. Difficult to modify I have heard.
Ensims WEBppliance (http://www.ensim.com/) too expensive. Have to pay per account.
cPanel5 (http://www.cpanel.net) Very nice from what I have read. It seems many hosting companies use this. Not free & pay per license.
Plesk's Server Administrator (https://www.plesk.com/Product/index.php) Looks nice but is expensive
