Sendmail Outgoing mail problems... HELP!!!!!

The user should have the ability to send outgoing mail.
How do I fix this without listing all the domains I want to send to in /etc/mail/relay-domains and without listing the IPs from wich i'm sending mail.
I've tried everything. HELP!
