moving IP's

I had to move a site back to the main ns0.domain.com IP so I could free up an IP to use for a https://secure.domain.com

When I did this, domain.com instantly became unavailable (the postinfo file and an empty set of files showed up just like a newly-created domain on the server (WHM/cPanel/Apache).

Some of the other sites did the same thing that are attached to that IP, but some others did not.

Is this normal? Is there some kind of reasoning as to which domains get affected and which do not?
