Upgrade PHP and Zend Opt. to new version

Is it possible to upgrade PHP to the new version from WHM Software section and how ?

If not , can someone please point me to the procedure

Secondly -Is it in PHP 4.3.0 included Zend Optimazer 2.1.0 ?

If not how to upgrade this ?
