Cpanel: permission denied

Now I have no idea why, but I get this while logged in as root and I can only assume it is related to cpanel???

root@main [~]# /usr/local/apache/conf/httpd.conf
bash: /usr/local/apache/conf/httpd.conf: Permission denied


I checked the the ownership of that file is definately under root, anyone have a suggestion as to how i can get into this file?
