As there are way's to allow just one virtual account run without php safe mode on VS disabling it from the entire server.
Sometimes certain scripts dont like php safe mode on but in a way that is what php safe mode is all about - protecting you from scripts that may do dirty deeds as noted above.
But if you are aware of the script and know it is OK , you may want to allow it just for the virtual account your running the script in.
If your running Plesk, I can tell you how to disable it by virtual account , let me know ....
