Apache the right choice for an unreal tournament redirected server?

Unreal Tournament has a feature built in that allows http redirect to a server, so that it downloads files, much quicker from a webserver while in game (instead of being limited by netspeed). For the most part, it seems to be working great. Unfortunately when the map changes & no one has the map, upto 24 people can start downloading the same file at the same time & it goes really slow then (the downloading pauses ingame, then continues, then stops & keeps on doing this). Are there some options in apache to help with this? Or would an alternative freeserver do better?

The server the webserver is hosted on is a 2.4P4, 1GB DDR RAM,100mbit connection (upto), unlimited bandwidth server - with 3 gameservers running on it.
