Problems with Dreamweaver connecting to MYSQL, credentials, remotely connnecting

We have a client that is having problems connecting to MYSQL with Dreamweaver. Is it normal for a server to be behind a firewall which blocks port 3306 (or other if MySQL is not on the default port)?

These were his questions:
Are the user credentials you are using to connect from dreamweaver allowed to connect remotely by the MySQL grants table (check the user, host, and db tables)~

How do I check to make sure the credentials I'm using are allowed to connect remotely by the MySQL grants? The username, password, and access hosts are listed in the manage MySQL - so those shouldn't be a problem - I just don't see where to check if it's allowered to connect remotely.



Do you have any ideas?
