Clients unable to login to Exch using Outlook 2002

I have asked this question in numerous MS Newsgruops and other various forums without any answers, maybe someone here can be of assistance.
Exchange Server 2000 is running as part of Small Business Server 2000, with 15 CAL's. Most, if not all, clients (8) are unable to login to Exchange Server with Outlook 2002 (One client using Outlook 2000 has same problem). Clients receive message that Exchange Server is unavailable. If clients click on Retry option, 2 or 3 times, they eventually get in to the Exchange Server, but it still takes up to 15 minutes to get in. No error messages on the Server or in Echange Server. This has been an intermittent problem that normal resolved itself after a Server reboot. Reboot has no effect, now. Any help would be greatly appreciated.
