Any reason why this is not allowed - ping from jail shell

A user on one of my cPanel servers tried this: -jailshell-2.05b$ ping xxx.xx.xx.xx

and this were returned::
ping: icmp open socket: Operation not permitted

He says that he has a script which transfers a site from one ftp to another directly and he needs to run it but can't connect to the above host.

Is there any specific reason why this is not allowed in jail shell? Hope that someone here can enlighten me.
