Pureftpd Response Time?

Connected, waiting for response...
now it stays there and after about 4 seconds it will get connected. response time and upload speed after that is pretty fast.
however i tried connecting to other servers running pureftpd too and bascially as soon as i click on the "connect" button in my ftp client it almost INSTANTLY got connected. like all within a second. after that the speed and response time is almost identical to the
im getting about the same kind of download speed and ping time from these servers (around 30ms difference) which makes me wonder why there's such a noticable difference between the response times? pureftpd was compiled and run as a standalone server with basic unix auth and minimum features.
