According to what I read, a user must have a regular shell account in order for ftp to work. This also corresponds to my experience setting up ftp; I couldn't get it to work (except using the ftp client in the ssh client download) until I gave the users regular shell accounts.
Am I missing something? I don't really want to give them regular shell accounts.
