Problems with FrontPage HIT COUNTER

After a client complained his Frontpage 2002 hit counter was not displaying in his site I did some research and learned that the URLSCAN utility confilcts with it basically because the settings of the urlscan.ini prevents any ".exe" file from running. This can be set to "allow .exe" to run but that opens some concerns regarding the server security.

Is anybody there facing this problem ?
Are your customers able to run their hit counters in frontpage 2002 ?
Any suggestions ?
Is there really a security issue if I allow ".exe" files to run ?
