Understanding servers

I'm not familiar with server info so I'm asking the pros here for help understanding server specs.

Is it safe to assume that 4 CPUs is better than 2? Also, how exactly do CPUs work in terms of webhosting? Does it mean that if the first gets loaded does the 2nd one kick in and so on? How do these affect resources?
