User's can't connect to MySQL via SSH

When a user tries to manage MySQL via SSH they get the folllowing error:
Code: 
ERROR 1045: Access denied for user: 'user@localhost' (Using password: YES)
They're able to create, delete and manage MySQL in cPanel but not through SSH...why?
