Need help pinpointing bottleneck

If I want to pinpoint the bottleneck in my system what are the first things I should do? I'm about to get a new server but before that I thought I may as well see if my current one can be optimized. I have a linux server running a large vbulletin and some photogalleries running on a main site - that's it. So far I know how to check the server load numbers using vbulletin's mysqlinfo.php script. The numbers are usually between 1 and 2 which is high to my understanding. However even as dead times the forum is slow as heck. People have told me to check http.config and things like that but I have no idea how. Is this is a file? If so which directory?

Someone said look for my-large.cnf or my-huge.cnf. These are files as well? I edited my.cnf to what vbulletin told me to but it had no impact.
