Email wont work outbound -CPanel / Exim

I've started seeing this issue on 2 cPanel servers, 1redhat9 and 1 redhat 7.3. Inbound email works fine but any outbound message sticks in queue. Trying to send manually and I get the following:

I've tried several domains, identical errors. I can telnet into my server on port 25 and get into email - everything seems fine. I even tried a clean install on a clean redhat machine and same error. I'ts been working perfect for months prior to this. ANyone else seeing issues with cPanel / exim or know what to look for?
