Email Notification in cPanel 7

A few of our clients habe request that they be emailed with the following email when they create a new account in WHM:

Well, I did some research and found nothing on the cPanel forums so I come here to ask. Email Notification in cPanel 7 We are running cPanel 7.4 by the way!
