Not able to access

I was was not able to access this particular site which the owner claims that the rest of the world is accessing his site alright.

But I am able to access the rest of the world's site with no problem except his site.

I guess it is one of those ISP thing, but you know how the ISP works, they will most likely to say is the other guy's problem. Anyone know of a way out of this situation.
