High load issue netstat and exim

I am having difficulty figuring out why exactly my server load and cpu usage is so high. If anyone has any ideas on what to check out I would appriciate any help at this point, I have been working on this for days!

This is a Dual Xeon 1GB RAM, CPanel9/RedHat9, 500 sites

My provider said its normal for netstat to be high in cpu but 99% is a bit much!

Here are the 2 hogs:
