How to mount a folder?

I have a window harddrive and a linux harddrive
From Linux what command should i type to mount it

say from the harddisk is "hda3" and the folder is called "fedora"

mount /dev/hda3/fedora /mnt/bla

it wont work...HELP!! How to mount a folder?
