Available file handles in Win2k

I sitting here pulling my hair out trying to get an ancient (though still neccessary) DOS application running on Win2k. The most recent problem I've run into is that the app requires a minimum of 70 available file handles to run and the machine seems to have a limit of 42 set.

I have edited both config.sys and system.ini as per M$ technet docs that I have been able to find but to no avail.

Anyone here have any ideas for me?
