Disable gzhandler?

I have been told the reason why mod_layout isnt working on forums is because of ob_start("gzhandler"). If the user disable this, then mod_layout will work just fine.

Is this something that can be disabled "server-wide", so all sites work with mod_layout? If so, how do I do that and what will the downside be?
