Server won't make outgoing connection

I noticed this earlier today. The server won't make any kind of outgoing connection. No OUTGOING ping, no wget, no ftp, no ssh..etc. All of the incoming services work fine; apache and plesk are both up.
I'm running APF on the server with only Ingress filtering. The firewall rules haven't been changed, or anything else networking related, on the server in the past 2 months.
I've rebooted the server, flushed ip tables, etc to no avail.
Any ideas of what i can check before I call the DC and have them look for hardware problems such as switch port, network card, cable, etc?
