cannot login to cpanel for one account

I can't access cpanel for one reselller account

tried:
domain.com/cpanel
https://staticIP:2083
root mode from whm

Yet, the domain it self loads fine and dns is fine.

I restarted cpanel
/etc/rc.d/init.d/cpanel restart


Still won't let me access that domain. Why?
