Hacking server !!! not hacking accounts anymore

I enable Php open_basedir, chmod home to 711, disable some function like exec, passthru, proc_open, proc_close, shell_exec, system ==> so I can not use the old local hack script to hack other accounts anymore, but now i use the difference php script upload to any account to hack straight to my server, i can mess around the server with that script like change httpd.conf, php.ini....That script is so danger. Does anyone know how to prevent this thing?thanks
p/s: with that script, i can go to any dir in my linux server ,except home dir (because i already chmod). I dont know if anyone has a best solution to prevent this but with me sorry i give up.
