Newbie - Need Help and Sugguestions.

Currently, I am renting a Dedicate server box from ServerMatrix.com and setup CS source game server on it - that's it for now( setup 2 servers , 24 players on this box) . I dont know why but players on the server said it's laggy ...
even i only setup 2 game servers on it. and it is: Pen4 3.0 with 1 Gig of Ram, 80 HDD. dedicated server.

My question is:
- is it normal if ppl say the server is laggy ? ? this runs Window 2003 server. - what should i do - cuz when i setup i dont know if it correct setup or not. i read online , ppl said about DNS, Wins, ..... server. I dont know what should i do. or How to Config it Correctly. please give me some help .

I have some experience setup Linux dedicated box before but never do Window dedicated server. I use this box for Hobby even i have to pay $169/ month ( game only) . Now i want to host my Company Website on it too . What is the right Config the box the right way that meets my needs.

It's good if you can show me over the phone or AIM - I rather pay for the time that you spend to show me . all I need is having good time playing nice server and also can server some need for My Satelllite Retailer store.
