limiting win apache speed

Im trying to find some software etc. to limit apache speed to the internet. Problem is my test servers apache, that is taking all the bandwidth from my crappy adsl line.

Box is XP Pro SP2, packed in some 400MHz machine limiting win apache speed

And no, i will not buy Server 2003 with ability to control speeds. Its too expensive into just test box.
