APF causes timeout on traceroutes

With APF enabled I keep getting:

2 209.51.131.97 (209.51.131.97) 0.468 ms 0.611 ms *
3 atl-gig-56mar-cored.gnax.net (209.51.131.26) 67.146 ms 1.163 ms 0.938 ms
4 4.78.210.5 (4.78.210.5) 4.127 ms 1.004 ms *

no matter where I run a traceroute to I get timeouts..

If I disable APF everything is fine.
This installation has been fine for months.

Ok, So reinstall APF with defaults in place... Same thing.
