updating mysql on cpanel?

I'm getting an odd error here, indicating that mysql_config is not found on the server. My limited research led me here:

Which suggests that I need to install the 'devel' rpm.
I'm willing to do this, but I don't want to leap into installing this on a production server without some additional info.

Will it do a clean upgrade? Should I upgrade it from the command line, or within WebHostManager?

Currently running
WHM 10.0.0 cPanel 10.0.0-R85
Fedora i686 - WHM X v3.1.0
