Strange apache problems

Hello,

I've been configuring my server around and somehow apache would lock up the server during peak hours (server load gets so heavy I can't access it via shell). Could anyone recommend me the settings for the following server:

2.2 GHz Celeron
100 MBIT port
512 MB
