hot link.. in cpanel

hey

i was wondering if someone can help me out here.... in cpanel, there is an option where you can disable hotlinking from your website/server.

i got a server, and unfortunately, i dont have cpanel on it... so i was wondering if someone can explain to me how cpanel does it? and if it can be manually be installed?
