Dumb question- how do I add ip's?

Always before when I have ordered new ip's the server providers added them and then told me what the new ip's were.

But this time they told me what the new ip's are and left it to me to add them myself.

I thought, no big deal, I'll add them in WHM (WRONG! Never assume anything with a server).

That was several days ago. The ip's are on the server but not working and pinging shows no response.

Can someone give this dumb blonde idiot instructions for adding ip's to a server?
