How to stream web cam video?

I want to show the web cam video output to 50people. But my connection is 256Kbit upload limited.

I can send the data to any server and, server shows it to the world. I can buy streaming dedicated server. Is it possible?

How can I serve the video to people? Which software and hardware do I need?
