Help to create a Personla Server

My question is simple like that!

I have a P4server Xeon Dual core
2GB ram
2 HD 200GB Each
Internet Conection with 1.2mbs Bandthwith and A Dlink Router
I have windows 2003 server and 1 License for Plesk 7.5.4 Reloaded

Ima interested to Create a Private server in my home for my personal Use but I have a Adsl Conection 1.2Mbs conection but with Dynamic Ip I cant change this into my conection and I need to know if I have some solution Like Dynip or No.ip service to updade my server with my resources.
