cPanel/pureFTP: users' anon FTP going to /var/ftp instead

I'm working for a web hosting provider running cPanel with pureFTP, and we're at our wit's end...all the accounts in one particular class of user account have this same problem. When someone FTPs into their anonymous FTP, instead of ending up in the user's FTP space, the FTP'er is directed to /var/ftp

I checked with our vendor, and they said:
Make sure that /etc/sysconfig/pure-ftpd is edited to allow anonymous access and uploads. Also change the default path as well to something more on the line like

<Anonymous /home/account/public_ftp>
However, the config file in question is actually /etc/pure-ftpd.conf and nowhere in it can I find any mention of a default path--and that wouldn't explain why only this one particular class of account is affected and not any of the others which work fine.

Is there some option somewhere in the WHM or other controls that I'm missing?
